Why do some games give no value to the contributor level?

For an instance why does Age of Wonders III https://store.steampowered.com/app/226840/
not give any value to the contributor level at all?

Read the FAQ and look for "No Value" and "Reduced Value".

Once a game is given away for free anywhere (a steam redeemable key), it never gives value on SG again. It is to prevent people from stockpiling free copies and abusing the SG contributor value system.
