Not only did they give away games to individual winners in sale event contests, but on at least four or five occasions, I've gotten Steam games for free just because they had a sale of "add if to your account before XX date, and it's yours forever."
They may not do it often, but neither does GOG... actually, I think Steam may do it more often than GOG.

Yes, I must have gotten about 10 free games in that way alone on steam (activate now and keep forever).
Anyway, as adam said, it's the publisher deciding, not Steam. They might propose and get an agreement of some sort, but I'm pretty sure most games that Steam gave away was not because of Valve but the sole decision of the publisher.
