Should user available to win region-restricted game while they changed Steam country?
support can reroll 1 person in a multi copy however they do not reroll for region locks. I believe higher level support members can delete 1 copy of a multi copy giveaway however I am not 100% on that.
just send the key and if they report an issue a ticket will be needed.

Account regions do not sync automatically since this information is not reported by Steam API to Steamgifts. Whenever a user's Steam Store region changes, they will need to open a ticket to have their region adjusted in Steamgifts to match.

Yes, this is possible. The same rules as for general giveaway deletion will apply, meaning a winner will need to give their permission for the deletion before we can delete them.

Since the giveaway was locked to one specific country, it's clearly not your fault, open a ticket for a reroll for one winner, it's possible to do so.
Include a link to the winner's profile there just in case, it will be visible, which country is in his profile and the country for which the giveaway was created.

Yes, it is possible to reroll (or delete) just one winner from several. In case of region-restricted giveaways, it will not be possible to reroll if giveaway creator set the restrictions incorrectly. However reroll is possible whenever there is an issue with the winner's account that allowed them to enter a restricted giveaway they otherwise shouldn't have been able to.
In your situation I'd suggest opening a reroll ticket.

Is it possible to re-roll exactly 1 winner from 14 others? The other ones (some of them) received their copies, but one has other region (IDK how they enter the region restricted giveaway...). The problem is I already send some copies to other winners and game will be removed from Steam soon.
