No, one can make the cars move normally at 60FPS...but you are correct in saying 60FPS isn't ideal for running the game unfortunately. Nor is the tweak to make it run in 1080P.
Only get NFS Rivals if you're willing to put with a 720P upscaled game and performance hitches. None of which will be fixed.
Also note that a Complete Edition is around the corner which is likely why you're seeing the base game so cheap.
