Yeah, it's more of a downside of Steam API
I mean no bug, Steam API just doesn't handle DLCs same way as games... (that includes Bundles, Collections etc as well, as they include DLCs too)
EDIT: Best way is to manually hide them

And regarding the games you mentioned: That happens with any game with "Profile Features Limited".

Not anymore, Valve recently added option for profile limited games in API.

yeah, doing it over time isn't hard, I have 19,5k hidden things and this ain't near most hidden...
As Whoosh said, "Profile Features Limited" not count as well, also to add are removed games
Summary is that all those games/software/DLCs which don't count toward 'game collector count' are out of the API

More interesting are dlcs which sometimes appear without need of base game to entry.

Oh that's interesting, I have "Hide DLC if you're missing the base game" ON so I don't think I've encountered any of those.

they are rare, also that settings filter is exactly the same as entering filter, so if there is one which you haven't hid then you should see it

That would presumably relate to the new stand-alone configuration for soundtracks that Valve released early this past year, as well as an early setting for expansions (before they got subsumed into the DLC configuration), of which only a small number of examples still exist.

Outside of those two particular instances, you shouldn't really see anything similar- aside, perhaps, from the rare misconfigured sub which exclusively include DLCs but are configured in such a way that the API reads them as having base content.

When entering for DLC Giveaways it's best to take a moment and see if you own it. If you own it then hide it and exit the GA.
