Well, i don't get it.
I have two possible answers for the first hint four for the second, three for the third and two for the last one.
Just trying all the combinations would take forever..

The solution to the puzzle:
Hint 1. Look above. The letter Y is capitalized when it shouldn't be.
Hint 2. The amount of letters and symbols in another hint. This referred to hint 3, as given away by the fact that I called it the american alphabet when the correct wrong name for the roman alphabet is english. 40.
Hint 3. 21st letter of the american alphabet. u.
Hint 4. The capital of Iowa. The capitol is Des Moines. The capital is I.

String them together and it leads us to a herring of the red variety. The second comma in the puzzle links to the giveaway. Hint 1. Look above. :P
