I can only speculate, but this is +20% for a very low cost. It seems too good to be true.

First of all, like you said...April 1st is IN A FEW DAYS...not now.
It's not good pratice to do "jokes" on other days, so April 1st should NOT be an issue.
2nd, the small note is just a standard disclaimer for how upgrading artifacs work.
All artifacts use fragments to upgrade. Thats nothing new, they just wanna make sure so nobody can't they that they weren't told.

If you had thought for a second instead of making a fool of yourself with that image, you would have come to the same conclution as me.
That artifact was previously available ON april 1st for a small price and everyone who was able to read knew that it had a negative effect.
This year the artifact was available days BEFORE april 1st for a small price and an additional still somewhat small cost to upgrade it to get rid of the negative effect.
Knowing the internet today, how easy people nowadays get upset and rally to cry about their injustice, my guess is that the artifact either is going back to be positive tomorrow or that the people who upgraded it will get their 2+ artifacts back.
Otherwise it probably will be too much negative cloud for alienware.
But lets wait and see tomorrow.
And lets see if you are as quickly with your GIFs as you were today, when its clear you were wrong.

As far as I can see, I would guess the artifact is not working as intended right now.
I was looking at my ARP progress for today.
All I got was 5+1 for "time on site", 5+1 for "discord poll" and 5+1 for "complete minigame".
I did not get any 20% for my 11ARP daily login bonus and my twitch +1ARP stopped upon reaching my usual 30.
So all together I lost 1 ARP for switching the +4 "time on site" artifact for the +20% which only got me +1 ARP three times.

Artifacts that give a %age bonus never work with Twitch. It was like that with the Herkow Plasma Chamber and the Zorinthian set bonus as well.
And it does work with the daily login. However, because you get that immediately on logging in for the day you would've earned that before having the chance to upgrade. It should work fine the next time you login after it's upgraded and equipped.
In my opinion, if you've been around long enough to have all the artifacts then it's probably only worthwhile to have equipped on whatever day you do Steam Quests or when there's an event on. Wait until all the community goals are unlocked before playing, equip it, then get all the ARP bonuses at 120%. Though if everyone does that, we'll never get any progress on the community targets. :P
However, since this is traditionally an April Fool's artifact, my suspicion is that it goes back to normal on April 2nd...

I haven't been able to get the Twitch thing to work since yesterday, anyone has a clue of what might be causing this? I have tried switching stream, reloading, logging off and on again, unlinking and linking again, but nothing worked so far, I just keep getting the message telling me to click on it to log in.

yeah, I had issues as well.
if there is not Alienware logo on the Twitch canal screen, then you need to roll down until you see the Alienware tracker. This helped me to start farm ARP on Twitch.

Oh yeah, I'm aware of that little quirk were it won't load unless you scroll down, it's just that it's not working even when it loads. The whole thing is just completely broken for me despite it working fine a couple of days ago.

So, yesterday I gave up because I got tired of it not working but today I decided to try on my laptop just to make sure it wasn't an issue with my main PC, and after messing around for a bit I got it working. In fact I even managed to get it to work on my phone with little issue. So the problem is my desktop PC... that sounds like an actual problem.

No it's not a problem with your PC, just Twitch and/or that tracker being buggy as hell.
Could maybe be a cookie/tracker blocker being an issue, not sure, but on Opera GX and Firefox (on PC) I often need to reload the page several times, or close the tab and open it again, for it to finally work. Sometimes just waiting also magically makes it work after a while for some reason.

Light warping has never been available for purchase in the marketplace, it was first iirc a RNG prize in one of AWA's sponsored mini games; 2nd time was a possible prize in an AWA daily sweepstake (for their anniversary iirc, ot Intel days or something?, some time last year). The second artifact is even more rare as it was essentially given as compensation to people who bought Killing Floor 3 in the vault when the keys won't be available for months (and that's being optimistic).
