So first of all my desctop has
-gtx 1050 2 gb
-2x4 gb of ram
-intel pentim g4600 3.60 GHz
and i have no ssd
When i play story mode the game stutters while driving. Same thing happens when i enter in buidling and yes the first mission was a chaos.
I used msi afterburner to collect some info and my temperatures were fine, the ram i was using was around 5000-6000 mb and neither my cpu or gpu reached 100%. The settings i was using were normal and high mostly.Then i decided to let geforce experience to optimize my settings and it put everything on high and very high and but had some drops so i used vsync to cap my game at 30fps. When i did that my game stopped stuttering at all but you know its 30 fps and itsnt the smoothest experience. I tried capping my fps at 60 with my old settings but my game was still stuttering. I even put everything on low and i had the same extract problem. Btw as i have seen so far that happens only on story mode, online seems to be working fine.So yeah i am desperate and i need your help...

On a sidenote do get a ssd, might not fix this problem, but they are cheap and it will speed up anything else so much more.

set everything to Low settings, if stuttering is gone, then try going up and stop when stuttering appears again.

It's an even older game though. A 1050 is a low-end GPU from the current generation, and the G4600 is a brand new CPU model, don't confuse with Pentium 4. This should easily run the game on low. The Pentium G4600 is actually one of the best price-to-performance CPUs available currently.

Sounds like CPU bottleneck. There's a program that does wonders on Steam called CPU Cores, you might wanna check that up.

With that being said, your ram is a tad low and your CPU as well. You might at least want to consider buying an SSD.

and gpu usage is low? cpu is fully loaded, and gpu doesn't have enough to work with and just idles.

Have you tried switching off MSI Afterburner and RTSS?
It could be that their logging is interfering with the game.

There should be one setting called oversampling or something like that. Make sure it's off.
Edit: I think it's called Render scale now. Keep it at 100%

Try to play in windowed mode and use Ctrl + Alt + Del to check disk usage in Task Manager (window mode to have it visible while driving).

You wrote in other place in this thread that your HDD is 3 weeks old. It doesn't matter, I've built PC for my friend 2 times. First time he had broken HDD (it died in Windows installation process), second time he had broken GTX 1060, graphics card memory died after 3 days. :P In my opinion disk usage is worth to check in this case.

For now the problems seems to be that my cpu has only 2 cores. I tweaked some setting from nvidia control panel and everything seems to work much better than before. Only time will tell if thats the case

Disk usage. Could be that it is constantly streaming data from your HDD which slows it down.

Your g4600 is the problem.

On the Steam page of GTA V, the minimum CPU requirements are:

Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz

On the Intel site, your CPU have the following specifications:

number of Cores
2

Therefore, your problem is CPU.

I'm at work, so I can't open the video. It's the same CPU? It's overclocked? And 4 threads aren't the same as 4 cores. With 2 cores and 4 threads, each of your's CPU core emulate 2 threads.

The g4600 has hyperthreading (4 threads) and should be similar/ better than a C2Q. Especially when it's 1,2Ghz faster.

What run better on the same motherboard, 2 one core CPU at 3GHz or 4 one core CPU at 2GHz? As far as I know, you can't beat hardware with emulation, as some emulators for older consoles show. But in the end, depends what the software asks.

I was playing GTA V with THIS at low/med settings, 60 fps all time.
Comparison

You may also want to download GeForce experience and check the recommended settings, not the best, but can help.
However, sounds like a CPU issue, so you either upgrade, or live with it :/

Yeah i have downloaded the geforce and as i said it put everything at high very high and when i capped my fps at 30 the game was working fine without stutter. But you know its not the smoothest experience

That's CPU bottlenecking your GPU. You can probably use only 70% of your GPU and your CPU is not good enough to play GTA V.

While most people already noted why your game might be stuttering, you may also want to go back a few driver updates, since nvidia screwed their performance in gta v with the 387.92 release (roughly 9 fps loss vs 385.69 which remains the best one so far). The performance loss hasn't been fixed with the latest drivers, but at least nvidia are aware of the problem and they're looking into it.

8 gig im afraid wont be enough for this game to begin with

you would need at least 16 gig

I have an intel i5 6500 with 3,2 gig clocked and a GTX 1050Ti with 4gig of VRAM and 8 gig of DDr4 kingston RAM and also having occasional slowdown /lag issues in croweded zones
