Ah, pity, I cannot join.
But, ElleCS, if you do not mind me asking, why do people care about the Region-restricted ratio (instead of looking directly at non-restricted CV)? I see lots of SGTools rules using this, but... consider what this means:
User A: gave $20 in public gifts
User B: gave $40 in public gifts, plus $100 in region restricted games.
And that is what I do not understand -- why do people let A join, but not B, considering that B gave more than A in all respects? If the community thinks giving Region restricted gifts is bad, should I not give gifts bought from Steam anymore? To be more direct -- the Steam Summer Sale is coming, should I not give stuff from there because it hinders my percent of CV Sent which is Region restricted? :( :(
(To be honest, in your giveaway, it is possible that I would fail the Won/Sent ratio anyway, but that requirement makes total sense to me, as an incentive not to leech.)

- No inactivated wins, no multiple win violations in the past year.
- CV Won vs. CV Sent ratio of 1.5:1 or better (as calculated here).
- No more than 60 percent of CV sent Region- or Group-restricted.
