Please, don't you want to rephrase your topic or even more, close this one? It's clear that people won't even pay attention to you because of your ratio (though this is their choice, ratio is irrelevant now, topic is aimed at different kind of "leechers")
If somebody bothers with reading this: private group member broke rule, left, but because of him not syncing with SG kept entering giveaways (about 20) AND impersonated another group member (happens to be a trader as well) with changing his profile pic to the same, and taking up even his name (same on Steam, one letter difference on SG) He is member of another groups, even in one what's owner replied in this topic.
You can blacklist whoever you want because if you don't like their ratio, but regardless of that issue - if we have members on SG who go from group-to-group to scoop up games before they leave, they can and probably will be your problems as well - this is what leonidas wanted to say.

Firstly; I'm not sure it is a penguin (although if someone can identify the species I'll happily be corrected).
Secondly; if it is a flightless penguin what the hell is it doing trying to fly? I could see it wasn't an ostrich - but if it was some other flightless bird then what the hell was it trying to do? I have no more sympathy for it than the OP if it wasn't equipped for flight and still jumped off a cliff...

No offence but it seems like you're the last person to host such a group or even bring it up, you've won WAY more then you've given away which on itself wouldn't be too bad if only you didn't leech public giveaways while only creating group giveaways yourself to not get kicked out of those groups.
Last time you created a giveaway that was public is almost 2 years ago, yet you happily join and accept public giveaways with a level requirement which imo is the definition of leeching on SG.

The current problem that's going on in BundleQuest you also happen to be member in :) Though based on the replies, not really the best person to open such a topic, especially with wrong approach. But you know that posting here is just getting you on more blacklists, don't you? I get that people might have hardships and can't give away much, but I'd still blacklist somebody who openly approves of getting games here while having a 9:1 win/giveaway ratio rather than sorting his personal problems and getting back on its feet first. 'Defending' other leechers might not be in your own best interest...

I don't know how many people blacklist purely for ratio. I'm okay with people winning more than they give as long as their attitude isn't bad. (e.g. "I only won 40 games, gib moar", "why so many lvl 1 giveaways? I'm not giving away my hard earned bundle games to you assholes")

i'm not judging if it's big or small activity. I don't care about leechers, if some people don't want to make giveaways, it's up to them.
But saying that you can't give away anything is bullshit.
You don't have to give away GTA5, you can buy a $1 bundle once in a while and give it away.
Even if for some reason it's not possible for you, you said yourself that you trade cards for bundle games, so you have a way to acquire games to give away.
If you don't want to, that's fine, but don't say it's impossible for you to give away anything when you have over 400 games.

Just admit that you're a selfish person. You have a trade forum up with Bundle games (that you claim are your friends) your profile indicates you are looking to build a new PC... the list goes on. It's not so much a monetary thing and more of a personality one. You don't believe in giving to others because there is nothing in it for you. Yeah, I see you crafted the sale badge, could've traded or sold those cards for a cheap game to give away instead, the same with some of the Dota items you have. Then there's Tremor I suppose.
I bought Oddworld Abes Exoddus for £0.49 in the sale, and that's less than the cost of the set of summer cards was. It's an old game and bundled before but was one of the more highly rated cheaper games out there. Or if you just wanted to give anything, Despair was £0.07 which is about €0.09 or €0.10.
Not saying you should have done any of the above, just that you probably could have if you really wanted to instead of crafting that badge. I don't care about ratios and won't be blacklisting you.

What if I told you that I blacklisted you not because of your ratio but because of being plain hypocrite?
If you can't afford giving away literally 1$ per 2 years by giving away something like recent borderlands humble bundle then I'm afraid you can't afford using the internet and electricity as well.

Sorry to shout but I need to get your attention. DIFFERENT DEFINITION OF LEECHER, PEOPLE!!!!!!!!!
He's not talking about just a person who wins more than gives, whether that is in public or private giveaways. He's talking about serious leechers that join groups and win as much as they can before they get kicked from the group. They probably go from group to group raking in the wins because group leaders don't know. It's like when businesses check if you have a police record before hiring you to work at a bank. They want to know if you're a thief or not.
So his idea is that group leaders band together and share notes on those leechers to prevent them from taking advantage of groups in the future.

The ratio of the wins will show the color of the account in question.
If I did what you had stated, moving from group to group, my account will have so many wins but so little gifts, that will betray me. Also, only few (yes, few) of the Steam groups are actually giving out GA's at SG, most groups are just for Steam, not SG.
Lastly, private groups usually have quite stringent set of rules, for example if you never GA anything you should not join the group giveaway. Or, there is a minimum level or minimum ratio to join the group, and so on.

How to keep leechers out of groups:
1) have everyone make mandatory GAs, which has been done thousandfold in different ways
2) invite people who have given away much more than they've won, or given a lot in general
3) check in general what kind of giveaways they've made and won - which ones were in a group, which ones were public, which ones private, and so on - compare those levels. If somebody has 50 wins in a group and has given 10 for a group, even if you can't see the exact groups he/she has won/given a game in, a certain threshold you decide might make that user a leecher - as always, it's also a matter of perspective
4) be strict with the rules if you're a mod/admin of a group. Talk to your members about why they appear as leechers, check the group stats page of steamgifts regularly and take measures -> i.e. make them not leech anymore, through what means and wills of the person possible.
Any combination of the above is fine, too.
Of course, there's still chances somebody will slip through the system, nothing is fool-proof...

I know that calling out here is bad, but i know that leachers and other stuff like that are the thing that bothers private groups the most, i dont know if people will like this but i think it would be cool to have a private group, only to officers/admins of private giveaways groups that are based in some kind of ratio just to let each other know about bad users because we can not tell from the profile if an user will turn out to be a leacher, we would have a list of every known leacher (via steam id, and proved the leeachenss of the user :P), anyway it is just an idea, but i already made the group in case people like the idea
