Region Problem... Putin...

I have couple keys for Putin Jigsaw. I've heard from my Russian m8s, even the key is region free, because of Russian censorship, it can not be activated in Russia (BelaR)!
If I make a GA, what Regions I should choose?

Maybe don't look for a translation but for an explanation. Or pictures. If it helps: "peri" refers to "perimeter". 😛
