To enforce it all giveaways created for the group need to have proper regional restrictions. It's not enough to have rule in the group that "only people from NA can enter".
If people from outside-NA will join, and later someone will make giveaway with region-locked key (without setting up regional restrictions) - they will need to give winner key they can activate. Even if it means providing ROW key for user from outside of the NA.
I just want to make it clear, so you can avoid any potential problems in the future.

Another good rule to have is if the key doesn't work you agree to delete the giveaway.
If it's a group-wide rule, is it enforceable? Or is the only recourse is to kick violators from the group while still having to deliver a working copy? Could you re-roll someone and then the next person agrees to delete?

So any kind of inside group "rule" is not enforceable. Only rules that apply are general SG rules.
Winner still needs to agree on re-roll, so it doesn't matter if creator makes ticket for deletion or re-roll.
(Winner can ofc agree on re-roll. Though they are normally not given for giveaways with improper regional restrictions, as new winner may also run into the same problem. And permission to re-roll giveaway can't be used as permission to delete giveaway).
