Problem is, region restrictions are showing up more outside of Steam as well :/

Definitely.
At the very least, shops are getting generally better at disclosing the region restrictions (although it is too much to assume that the restrictions are accurate).
I miss inventory gifts...
Hell, I'd even be happy with allowing people to buy at whichever the higher regional price was (gifter or receiver), when gifting on Steam.

I understand why one would dislike region restrictions. However, the benefits far outweigh the costs for someone like me, who lives in one of the "cheaper" countries. I remember when Steam was only in dollars, and let me tell you, the people who had Steam games here in Brazil were far and between. I had one friend who had cs 1.6 on Steam. He was a legend.

I agree with price differences, but I would like being able to buy gifts for other regions by paying the corresponding price.

90% of the GA Keys I do here appear at the time of purchase that is not activated in some countries. So I look at this list when I create the GA to avoid problems.
However I just do not understand why some people put locks on SGtools for those who do lots of GA with restricted region. It's not my fault...

In a globalised world region-locking is ridiculous.
I live between the UK and Korea - in Korea, LOTS of games are either region-locked and some even licensed to 3rd party sellers (i.e. not available on Steam - but you have to buy Steam keys from 3rd party sellers, or even not available on Steam at all).

The world may be globalised the markets are not.
Region locks can only be truly gone if each country has the same avarage wage and therefore the markets would get globalised too.
Lifting Region Locks as it is would only mean that on avarage people had to pay more with the people from "poorer" countrys suffer more.

Licensing aside, region locks could be gone tomorrow.
They won't be because companies can gouge people in richer countries to subsidise rich people in poor countries.
I mean you're literally arguing for unfair prices, based on nothing more than someone's country of residence.
And the markets for many products ARE globalised, especially in technology.
There are no special discounts for graphic cards for 'poor' countries, for example.
If you were arguing that people from richer countries should subsidise basic necessities, like medicines, I'd have more sympthay with your argument. But not for games.

Region lock is okay in some way, but run lock sucks more. These games have to be pirated.

I officialy loathe region restrictions on steam keys.
It's hard enough already to find decent deals on fun games to give away here. And adding & double-checking the list of countries where the key will work is a hassle on top of that. But you either suffer that, or go for only region-free games. Problem with the latter is that you miss out on a lot of good stuff, and are left with subpar choices.
It's an Injustice I tell you! Just proves that no good deed goes unpunished.
Anyway, just needed to get that off my chest. Rant is now over. Please carry on.
