yeah if you're russian and you have fallout NV you need the russian dlc to go with it.
It's not as simple as vpn, its literally 2 different appID's on the games. So trying to redeem the dlc it's looking for an app ID that you don't have.

As someone stated, the DLC needs to be the same version as the base game. If you talk to Steam Support and explain the situation, they might fix the problem for you.

So here is the problem: I have "Fallout NV" on my account and i have all DLC for it in my inventory, traded long time ago. The point is, Fallout is not on steam store in my country, and when i try to activate any of the DLC's, it says "You have to have "Fallout: New Vegas" attached to your account first.", even though i already have it attached. Is there any posssible ways to attach them, without violating the rules? i already tried to recieve them as a gift and activating in browser, same result.
