Steam gift groups.

So whats stopping people from just make a group of about 5 people, and making giveaways for a bunch of games to their friends in the group, get their contribution up really high and then enter those public high level contributor giveaways and cleaning up shop.

Because people like that are generally too cheap to make their own giveaways and just want to mooch. Like me!!! =P
