Hello.
So, I'm sorting out my digital games collection, and I want to giveaway any extra codes I have (from bundles etc.)
The problem is, that because of the way steam redeems work, and the way Humble Bundle used to and does distribute steam codes, I can only deduct which codes remain unused.

My question is - Is there any way to giveaway my codes, without guaranteeing 100% that they would work.

Again, unless Steam deactivates a key you try to activate even when you already own the game, those codes should work, but I don't want to risk it if there's a slim chance I might be flagged for giving away a dead code.

Any suggestions?

personally, I'd make a private forum giveaway (train) and state specifically that you can't guarantee 100% that the keys work, and that anyone entering has to be ok with that

unfortunately, as I have personally experienced a significant number of users that enter forum GAs don't read descriptions :(

create a thread, post what you expect from people that would enter your giveaways, whitelist people, make wl giveaways.
i think you may even ask them to reply that they agree with a giveaway deletion in case the key doesn't work and support would take it as valid proof to do it (just ask support to confirm this).

That sounds about right. I know Red Devil (and someone else as well, but I cannot recall their name) did a Whitelist event to do just that around Christmas-time, and it seemed to have worked out for him.

In addition to what Mully said, if you have a big whitelist and don't wanna fuss with adjusting it, you could also make a group with the same conditions, and invite anyone who agrees to your conditions (and disband it or whatever when the giveaways are done).

as others said before me, it's been done in the past, let people know that there's a risk the codes won't work, and make a group for this purpose, aslong as people say they are fine with you deleting the giveaway assuming it won't work you're safe, if you want to go the extra mile, some give a key for a different game to the winner if the one sent doesn't work, but it really is up to you, if you're interested i personally am for these kind of events, so i'd join ^^.

Note that that in itself will not be enough for whoever won the GA to mark as received. Because if they mark it as received but don't activate that exact game on their steam account, it will count as a non-activated win. So you can do that in addition to deleting the GA(maybe to get them to agree to delete it), but you can't keep the GA and get a received for it.

I'm new, so I'm having a really hard time with all the terms and stuff, and I don't want to mess up and make a bad name for myself.
I don't fully understand how trains work, what's allowed or not, how to build a whitelist, and so on.
I'm having a hard time finding answers searching the forums.

As was already mentioned, just create a thread in which people have to write that they're okay with the fact that the keys might already be used, then cherry pick those users and invite them to a Steam group (or your SG whitelist if you know how it works). Once it's populated, create the giveaways as normal and limit them to that Steam group (select it as a condition during giveaway creation). :)

In addtion to what DanZDK just posted, I would make sure you have a significant number of users added if you want "credit" for the GAs as they will need at least 5 entries and depending on the games (bundled a lot, classics) a lot of users may already own them and won't be able to enter.

We have an Orphan Keys Drop Thread, which is specifically for dropping keys that you're not sure if they work or not. It won't count as an actual GA for CV/Gifts Sent purposes, but someone will still get the game(most likely... Try to hide some of the letters behind a small puzzle or something if you don't want bots to get it).

Although

I'm pretty sure that doesn't happen, so if that's your only issue, you should be good to just make a normal GA too
