You can run Godot from its directory, without launching Steam even if you have downloaded/updated it by Steam client.

Are you talking about SteamGifts users? No, there are no rules/restrictions to uses those coupons,
Coupons are limited by quantity or by date so anyone can use them until a coupon sold out or expires but sometimes you don't need coupons like with this course.
