You have 7 full days from the end of the giveaway to complete the gifting process by giving the game to the winner. If the winner cannot be reached in the 7 day period, you may request a reroll/new winner with the Request New Winner function and provide evidence of your attempts to contact the winner.

No negative score. It's up to you how much effort you put into contacting the winner. After at least 7 days have passed you may request a new winner, providing proof that you did try to contact the winner.
You don't have to request a new winner after exactly 7 days, you can give the winner more time if you feel like it :)

no its not up to you, you should ALWAYS e-mail him also, if its the case of a GIFT like now, you can SHOW the gift has been sent! therefore positive feedback EVEN if he doesnt press it through support

OP stated he already sent an email, 3 days after adding as Steam friend.
My point is, you can send more emails, write on winner's Steam profile, contact winner's friends to have them talk to the winner, give winner a week extra - it's up to you.
