The way I look at it, points cost nothing and come back in fairly quickly from what I have seen so far here. If someone doesn't send me the game I won for free, so be it. Karma tends to level out people in the long run. Also, could be some RL issues going on that prevent them from sending in the alotted week time period. Never know. Either way, just smile and move forward. It's like being a waiter and getting stiffed on a big party, it sucks but it happens and life goes on.

What's the problem anyway? I mean, ok it sux that you won a GA and won't receive the game, but at the end it's just free games, the only thing you lose by entering a GA is the points yoou spent to enter, and you're gonna lose them anyway (and they're not even difficult to get)
For the guy who created the GA, he's not going to receive points towards his level (which is the only incentive you have to create GAs) and will lose a GA slot
I don't see how "reputation" as you sugested by complaining about the system matters if it's just a GA, to me it would only matter if the guy was scamming people on the trades

And that's why you only have 3 GA slots when you start off on the site. That's the maximum number of times you can troll others, expect Steamgifts to send the game, or try to get a game for yourself because you don't understand how the site works.
The fact that the "gifter" is no receiving any CV and losing slot should be punishment enough. The winner didn't actually lose anything because he never had the game in the first place. The points themselves are free and constantly replenishes. It does suck to win something and not get it, but it's just life.
The only occasion were I would expect a suspension to be handed alongside the other measures is when you have clear evidence that the giveaway creator has been doing it on purpose to troll or to use his fake giveaway as an advertisement for some other website.
