It doesn't look like it, seeing as how there is an abundance of giveaways for this specific headhunter dlc as well as some freebies on this thread.

Its fine so long as you do not create multiple giveaways. Creating one give a way of a free game is fine.

Not really, they only gave away 1000 keys and i believe it was only meant to be 500. People as normally should be allowed to gift one only.
