Yes, it's unfeasable for them to hand out so many copies, what with the high cost of making those disks, printing manuals, not to mention shipping to thousands of people.

Let's assume the game is goign to cost 5$ and by the time they get greenlight they get 3k votes , so in total they would burn 15k of potential income on their first game.
Nobody is that stupid about their products management
Edit : they already got almost 4k , and not greenlight o: so even more $$$
