Can you name the best DLCs on the Steam Sales? Specially those for games that have been on bundles, like Company of Heroes 2, Total War, Dawn of War... Cosmetic only DLCs don't sound very attractive to me.

but OP asked for DLCs taht are on Summer Sale ;) For Witcher 3 only 1st DLC got discounted and only by 10%, it has been at this price before a lot already, so not a great deal sale-wise, and Blood and Wine has no sale at all ;)

These are awesome DLCs, but OP is looking for deals during Summer Sale that will end with Summer Sale. He will be able to buy Witcher 3 DLCs later at same or better price ;)

For Total War, I'd say pick up the campaigns, but skip the faction packs and unit packs (unless there's a faction or unit you particularly want to play)
Can't tell you about CoH and Dawn of War, because I have them complete, and barely know what's DLC and what's base game

Captain Scarlett and her Pirate Booty is great

Sir Hammerlock's Big Game Hunt and Mr Torque's Campaign of Carnage are so-so

I don't remember much of the gameplay from Mr. Torgue’s Campaign of Carnage, but I definitely remember Mr. Torgue's great lines from this DLC. :D

It's basically an arena challenge. Go in, kill a lot of enemies, repeat. and repeat. and repeat.
His lines are funny, but the gameplay gets boring real fast. Then I tried going elsewhere and coming back, but, I just can't get myself to do it again

The latter is placed in the Badass Crater of Badassitude. The only way to show how real badass you are is to play it through. In a badass manner.
Also, I was referring to DLC like Claptraps Robot Revolution, the Farmory of General Knoxx, or the Claptastic Voyage of TPS (which IMO is the best DLC so far on the franchise).

Interestingly enough, I strongly suggest anyone who wants to better understand the plot of Tales from the Borderlands should play through the story in Sir Hammerlock's Big Game Hunt.

Too lazy to check right now if they are currenty on sale but here are a few DLC I thoroughly enjoyed:

  • Grand Theft Auto IV: The Ballad of Gay Tony (The Lost and Damned is pretty cool too)
  • Red Dead Redemption: Undead Nightmare (sorry for rubbing it in)
  • Borderlands 2: Tiny Tina's Assault on Dragon Keep (and pretty much all other Story DLC for Borderlands 2 except maybe the Headhunter packs)
  • Assassin’s Creed IV Black Flag: Freedom Cry
