Checking SteamDB looks like on 13.08.2024 Euro price went from €9.99 -> €9.49 while the GBP price went from £7.99 -> £8.49. Presumably then this is the equal highest 'discount' but not lowest price.

AFAIK ITAD and GGdeals use the percentages as indicators for a HL. I looked up the australian price and converted it in Euros - it would cost 2.02€ now - also at 75% off. And that's the general percentage off now.
