There is a pretty green and large "BUY AS A GIFT" button whenever you check out any Steam game after adding it to your shopping basket. I don't know how more obvious it can get, really.

Blood and Beacon is a Steam exclusive game. No resellers carry any keys for it. You have to buy it on Steam.

You can buy it in steam as a gift, it will be in your steam inventory as a gift and when you créate the giveaway you mention it will be as a gift. Or, you can buy the game in any other seller, as a key, and when you create the giveaway, you can copy-paste the key

Yep. You can add the winner as a friend if you want to be 100% sure, but after your giveaway ends, you will see the winner's email address. You can just send the game to that address. If the winner redeems it, you get a confirmation email from Steam. (Note that the winner will be automatically added to your friend list after they redeem the gift. It may be a bit surprising for the first time.)
