Does anyone have some idea how Valve calculate "confidence metric" before they allow card drop for certain game?

If I remember right, it had something to do with the number of units sold, the number of positive reviews.... and.... something else?

Nobody knows, it's another one of Valve's hidden algorithms. My bet is it's a mixture of incoming traffic, follows/whitelists, and sales revenue.

Pretty sure it's more about Sakura games being published by "Valve-trusted publisher" (aka someone who made Valve tons of money even without cards).
