I know that feel. I was in a very similar position a while ago. Went basically a whole year without winning a single giveaway, lel. Things picked up a little in the last few months though.

Maybe. Depends in the ratio of entries and how many entered each giveaway.
If someone gave away a fair amount of games as they entered giveaways with no more than 5 people, they'd have bad luck if it took them more than 7,500 entries to win 1500 games. As that's a 5:1 ratio of entries vs wins, thus if you win more you're lucky, less and you're unlucky.
But overall it's lucky to live a life where we have free time to dispose of for this subject, as well as many hours to spend gaming.
Also all his aside, there are soo many awesome free games out there, i honestly get lost. But mainly that's due to the many gacca games. I wish they were just a bit more honest about their cash grabs. Like what % of players have spent how much money and hit the leaderboard how many times, etc...

Well you're on a site that gives away free games. Be a little active in the discussions, and there are plenty of people who will just gift you a game because they want to.
I havnt actively been on steam group chat for years, yet still get random friends popping up now and then dropping me keys.
One dude in Malaysia is constantly hitting me up just to chat. So much fun back in the early days of Steam...
Back to the point... You're luck may be bad, but i've had MUCH worse. I think the most was around -6. But i've also had great luck too. Like last month i had the best luck to date, and i won 7 times!!!
Helps to keep to a simple rule of only entering giveaways under 1,000 entries, and only for games on your wishlist. That way you maximize your point value. Currently with soo many excellent games on my wishlist from recent bundles, i'm only entering giveaways with less than 200 entries, and ending in the next few hours.

there was a game being given away with like 36,000 copies. about 2000 people didnt win including me. i also didnt win any of the giveaway from people re gifting it

Haha! I'm -8 as well. But it's because I don't enter for everything, just stuff that I want.
You'll find that people who win a lot of public GAs end up winning a lot of trash games because they enter for absolutely everything. That's okay if that's what they like, but their overall luck, as in games they actually want, is probably the same as the rest of us. =)

The only way to boost your chances is by making an effort. Try to reach Level 3, get acces to one or two groups with strict rules about making giveaways, solve some puzzles, browse the occasional trains. Additionally, the more active you are, the more blue hearts you collect. Otherwise you will be restricted to Level 1 public giveaways and as you can imagine, basically everyone on Steamgifts has access to these.

If I can trust my memory, then my lowest score was -17.
For the past year, it's -0.81, but "...won 27 fewer gifts", because I decided to enter only in wishlisted game giveaways)
