Nothing to solve, the numbers simply show their order.
Steam keys come in 15 characters spaced in 3 sets of 5. So normally it would go 12345-12345-12345. But the keys have been simply scrambled to confuse bots. So in the case of say 54321-12345-12345 you simply enter in the key, but will enter in the first 5 characters backwards from how they're presented above, while entering the other 10 as normal.
