To answer both of your questions, rule 8 is when a user doesn't claim the gift/key already and thus a reroll would probably be done. As for rule 12, it is to prevent for the time being me from entering too many of the giveaways which would then probably make you hate me if it's a game you wanted also.

You are missing a win on rule twelve. I think it would be more clear if it read the following
12. The admin for now is not allowed to win more than 5 giveaways every two months so you guys will have more chances to win the stuff.
