Unknown Pain: Hardcore isn't available at the German Steam storefront. According to SteamDB keys are ROW. Can someone confirm?

Nope, the key can not be activated in Germany due to Nazi symbolism within the game.

OP: Not sure if it matters now, but the game "Unknown Pain: Hardcore" is $2.99. I remember seeing this on the Steam page at $12.99 (as you listed it). I thought that price was a bit high! It's an unfortunate change for the gifters.
