It glitched, glitches happen. The system was supposed to distribute based on ARP level then release the remaining keys for everyone else. It glitched while doing the ARP level distribution and then followed through with the release remaining keys for everyone else. It was a new system. With that said, Defunct, even with the delay, still missed people who claimed to have entered. (Ie Level 2 got it where Level 24 did not, etc.)
