DLC Unlocker for Mafia 3 Definitive Edition

Some of us want a clean way to unlock all dlc like the newest Mafia 2 DE one posted on Nexus.
Minus any outside requirements ,without needing to login anywhere or link anything.
Personally ,that's how i play my pc games ,at all times if possible.

Are these unlocks tied to the Steam account (do they persist between installs?)
or should I just remember to go do this when I get the chance to play through the Mafia series?
