The fair way would be to give it back to the giveaway creator and he should ask for a re-roll. Regifting is not allowed.

Hmm. You could give it back to the guy you've won it from. Its still considered regifting.

There is no admins here so you wait 1 month for support or just make a giveaway

you do realize that it is against the rules to give away a game that is region restricted? you should end up reporting the creator of this giveaway you'd won.

Contact steam support they should be able to unblock the region block

I would give back the dlc to him and report him for giving away region restricted game/dlc.

To clarify things.

Fallout:New Vegas is not a region restricted game. There is no a word about it on steam page.

Steam created 2 applications for Fallout:New Vegas (different pools of languages) and didn't state that anywhere (the only warning is about supported languages). So nobody can possibly know there are issues with DLCs until they buy/receive them and try to add them to their library. Actually you can end up with 2 Fallout:New Vegases in your library if you receive the other version and try to add it to the library.
