Can i giveaway items that i won? because i received fallout new vegas DLC that is region restricted and cannot be activate on my version of fallout new vegas

He won the DLC on SG, so he can not make a new giveaway with this.
The rules state "Don't trade, sell, resubmit, or give away games you win." (if OP read the FAQ in the first place, he would not need to ask, duh.)

Since there's no rule against giving away regional restricted tradeable stuff (only against regional keys, that's why I report most of the Dota2 giveawys), I suggest the following:

1) Mark the giveaway as not received and give the DLC back to the creator, so the creator can create a support ticket and ask what should be done (re-roll or deletion).

this is to late, when i got the gift i was thinking my steam is lagging or something is wrong so i just marked it as received and only few days down the road i noticed this problem

To clarify things.

Fallout:New Vegas is not a region restricted game. There is no a word about it on steam page.

Steam created 2 applications for Fallout:New Vegas (different pools of languages) and didn't state that anywhere (the only warning is about supported languages). So nobody can possibly know there are issues with DLCs until they buy/receive them and try to add them to their library. Actually you can end up with 2 Fallout:New Vegases in your library if you receive the other version and try to add it to the library.

That's right. You need another version of Fallout:New Vegas. Possibly Eastern European (which contains English though). As suggested you can PM the gifter and return the gift and we all forget the issue. Or you can write to Steam support. Or cough change it for you version with somebody willing to help you (on another forum).

AFAIK there's at least 2 versions of Vegas - Eastern Europe (with English,Russian,Chech and Polish) (due to mysterious workings of local retail distributor like licensing crap or whatever) and rest of the world. Whatever you do do not regift it - contact gifter and/or admin.
