The OST in the complete package is DLC for the gold version. This includes the STCE OST but not as DLC though the content looks to be he same for both.

I don't know. I think it is wrong the other way around. I already owned STCE but could successfully activate the Humble key as STCE Limited Edition. However, no new title was added to my library... Feels wrong.

So... I'm puzzled.
I just added the key for this and got the game in my Steam collection (with the "promotional license" term on the redemption screen). However, I also notice that I can't BUY this game as I already own it on Steam, according to the Steam store.
If we don't get cards for this game, but it "acts" like it's a full version of the game (in as much as you can't purchase the game once you add this to your account), does that mean you essentially can't get any cards for the game, ever?
I always assumed you could buy the "real" version of a game to get cards even if you owned a "cardless" promo version, but...

Oh, I was just curious as to whether or not one was "locked out" of cards that way. I mean, if you don't get cards, you wouldn't get booster packs either, right? A "real license" means you should EVENTUALLY get a booster pack, but these ones would -never- get them... right?

These free licenses won't get boosterpacks neither, no.
Still, much like 3 trading cards, the very rare chance of getting a booster hardly seems worth buying the game for, you are still allowed to use gems for boosters after all. But it is possible to do.
