There was no guarantee that the game wont end up bundled somewhere else or have huge discount .

But yeah it was in the monthly just the other month and now this >.> May feel bad for some ppl i guess

It's not standard, usually region lock means that you can activate key only in this region and nowhere else, but this one is contrariwise, you can activate it everywhere EXCEPT ru/cis region.

Um, it's NOT that often. Even if some HB bundles are not available for purchase, ROW keys still available for activation in region locked regions. Keys that blocked from activation in some countries are rare and not standard at all.

No, it's just second example. And you can still buy it in locked regions while Ryse keys is not available to purchase at bundlestars at all if you are in RU/CIS. Also, Codemasters in notorious for their dumb region lock policy.
