You may also need a payment method issued there, not sure.

This sounds awesome, but does it really work that way? I thought Steam auto-detect which country you are in (scan IP or whatever) and you only can purchase games with the price of the location you're currently in.

When you purchase something from a country, your steam store ties to it, doesn't change.

Nope, if you log on from another country, your location turns into a drop-down bar.

You take the risk of ban by Steam. Lose everything.

No. This was done by Valve to give customers flexibility when they travel.

You can go to https://store.steampowered.com/account/ and update your store country though.

It doesn't change by its own until he goes to the link above and changes it manually.

"If you have moved to a new country, or are living abroad for an extended period of time, you can update your Steam country setting."

You're not allowed to change it if you just temporary travel and it may lead bans if you do so, and use it to get games cheaper.

Yes. You can move to another country and visit your old country temporarily. This had been done by support before but they added an automatic system for people who use it often.
