Even if it does activate, there's no guarantee he'll actually be able to install or play it in his region. That said, Steam is a bit off the wall with that sort of thing. Sometimes they'll penalise, sometimes they'll just go "lol, whatevs, brah."
Also, just saying, but if I was him, I'd be more concerned about my account being stolen than in being detected by Steam.

A friend of mine bought a cheap russian Skyrim which could only be activated and started with a russian ip. That's an easy way to lose a Steam account...

You have games that are activatable only in a certain region (meaning it's unlocked once it's activated) and others than require a constant connection in that region. For your case, you should go with trading it and not try to do circumvention that goes against the Steam TOS.

I was doing a bit of trading on steamgifts' sister site, traded a key to someone from the EU region and it turns out it's region-restricted to North America. If I log into his steam account for him (I'm in the US) and activate it, will that work? He's a bit concerned that Steam might detect this and penalize him for it.
Anyone had a similar situation, or have advice? Or know where I can trade a region-restricted Dead Island: Riptide key for a ROW one?
