How long does it take for ubi to deliver a key?

Bought south park at ubistore, more than hour passed still did not get the key, nor there is one in "history" so i'm wondering if its normal.

How you paid for it? It's weekend, so if you used some bank transfer you might be waiting until Monday for bank to confirm payment (happened to me when buying train tickets).

In other cases it should be instant, few minutes max.

And was the paypal account set up to draw from a credit card or a bank account? If it was set up with both, and you went with the default settings, chances are that it went to draw from your bank account.

I mean the receipt at uplay.com > sign in > go to Shop > hover to My Account and click on My Orders > select the number and there should be there.

Try going here after signing up in uplay.com (I have no idea if this link will work for another countries): http://shop.ubi.com/DRHM/store?Action=DisplayAccountOrderListPage&SiteID=ubiemea&Locale=es_ES&ThemeID=8605700&Env=BASE

If it doesnt, try changing "es_ES" to yours (first es is language, "en" for english, and the second for the country: GB, US, ES...)

I bought there Steam games on the Spanish Uplay, key was delivered instantly, by email or you could check it on your library too, South Park is a Steam game, so you should have been received key instantly, maybe they just haven't it in stock, so just wait.
