Activating the game key while you are in Canada is no problem... i activated mine here in germany when they sold keys for Return to Castle Wolfenstein for a few cents and never had a problem... several month ago...
The restriction of 80+ days should be removed to, since it checks IP when you activate it, but im not 100% sure about that... sorry for all the EDITs... :P

Hey, thanks. Did you activate your Return to Castle Wolfenstein key without VPN in Germany? Because that will probably not work for TNO, as it has that peculiar region lock that prevents its activation - along with the "run-lock", which most likely would allow me to play the game here, but not back home.

yes without VPN, seems to be a bit different how they handle that game even with all the NS symolics/runes...
cant realy answer the restriction answer, it is possible that the lock will kick in when back but i dont think so... would be happy about getting updates from you so i can answer that 100% correct in future... :)

I used a ROW key and it got activated with the AppID 201810 (=ROW) without any problem, clicking on "Store Page" gives me the expected error that the product is not available in my country, which makes absolute sense. Thank you!

Buying is not the "problem", it's rather how Steam might handle activating keys or running games with that type of strict region lock.

There are games that are not available in the German Steam store, but keys can be activated without any problem (similar to your case). However, Wolfenstein is an exception in that regard, as it cannot be activated while being in Germany.

Inspired by another thread I saw a while ago, I have a question regarding the Wolfenstein game mentioned in the title. I always wanted to play Wolfenstein: The New Order in its uncut version, but since I am German, it was not possible for me without the use of a VPN. Although most people claim that using a VPN works perfectly fine, I just didn't want to risk any problems with Steam. Currently, I reside in Canada, which is why I considered getting a key here. However, since my Steam account/store is set to Germany, I wondered if it might prevent me from activating the key anyway. Would the browser activation change anything, since the browser obviously still lists prices in € (due to my settings)? On the other hand, people still managed to activate uncut keys via VPN, which also shouldn't change the settings...
The region locks seem to be dependent on the game, a German region lock is apparently not necessarily the same as another German region lock. Wolfenstein: The New Order has the type of region lock that makes activating and playing the game only possible with the use of VPN. It is said that after three months, playing the uncut version of the game is possible without VPN. Does that mean that I can just leave the game in my library (assuming that activating it here in Canada with my "German" client works) and it'll be playable back in Germany by the end of the 88 days?
Enlighten me, please.
