Should mods act knowing that there was a 2222 copies giveaway and ban fast the regifters?
Previously the mods let the regifter give away their copy and then ban/suspend them. Let the game go to people who ACTUALY want it in the first place.

Unlisting, or or at least devaluing and deincentivizing, the game would be the best course of action. The method described above doesn't ensure that it goes to a winner that wants it for the same reason that the original winner entered into the giveaway: to win a game to regift or trade away. It is moreover time-consuming and relies on either active monitoring or user reports (typically both), both of which clogs up the ticket panel and takes the moderators away from handling other duties and tickets. It would free up far more time if the game was simply unlisted. That's what we do over at SteamCompanion and it keeps our moderator response time fairly quick. If we were to take the route above, it would be wasting precious time and resources better spent helping pending issues and resolving ongoing disputes.
It could also be perceived as unethical because it knowingly allows users to break the rules simply to deprive them of a game (which they may receive credit for delivering anyway). That borders on entrapment, and still doesn't solve the problem, since the new winner could simply regift or trade it away, anyway. It's a perpetual cycle that only ends with intervention. The easiest intervention would be unlisting (or some equivalent action), so why not take that route?
Anyway, I believe it's neither the moderators' nor the site's responsibility to ensure every game is delivered to someone who wants it. The site's role is to serve as a platform for giving away games; and the moderators' roles are to enforce the rules, handle disputes, and care for the various duties they are assigned to do per their roles. Whether the gift is delivered to the winner is important and is a duty of the site and its administration, as is whether the winner redeems the gift without regifting or trading it away (to some extent, but that's low-priority). Whether the winner actually wants the game, however, is irrelevant and falls outside of the scope of the site and its administration. If the winner doesn't redeem the gift, then he or she is punished. Whether they want the game doesn't matter from the perspective of the site and its team.

I really don't see the logic behind unlisting the game to prevent it from being regifted, by this logic, we should unlist every game in the site. I don't have a faerie solitaire yet and unlisting it only makes the terrorists win, as legit users can't make a giveaway for it now and legit users can no longer have a chance of winning the game. The core problem is in the userbase, not the listings. Perhaps a higher entry bar?

That's not how my "logic" works, and I'm not sure as to how you surmised that. For what reason should we unlist "every game in the site"? Has every game been given away during a free promotional event or in massive quantities? Keep in mind that "unlist" doesn't mean permanent unlisting. Perhaps I should have clarified that, and I apologize if that is the misunderstanding here. A game can be unlisted temporarily, such as for a few weeks, or a month or two. This way, it prevents users from regifting on the site. It can then be relisted later, once the dust has settled. They may go elsewhere to regift, but that again falls outside the scope of the responsibilities of the site's administration. if it's reported, an infraction or suspension may be warranted, but otherwise the focus is to retain in-site order. The peripheral activities of the users, even those which relate to the site, are irrelevant.
It doesn't really help to describe them as "terrorists", which is both hyperbolic and misleading. They're just users who aren't following the rules, either out of ignorance or deliberate exploitative intent. Yes, the problem may be the userbase, but you can't change or direct the userbase in any significant way. The userbase is a vast and vague chaotic entity of conflicting interests and aims which the site and its team can only try to keep under control. Trying to change the userbase through any sort of code of conduct or ethical standard fails time and time again. All that can be done is managing the chaos.

That could work, but then it deprives thousands (tens of thousands?) of users from entering into the giveaway, the majority of whom may be legitimate users intending to follow the rules. It also limits the returns of the promoter, since they are undoubtedly creating the giveaway to promote their game and increase traffic (and purchases). If it is limited to a certain level, those who can't join it may not even check the giveaway or see the description therein because they know they can't enter into the giveaway.
Given the level filters in the settings, it could seriously hinder the publicity the game receives unless there is a forced exemption applied to these settings to permit promotional giveaways to always go through. If this occurs, however, then users may complain about being unfairly subjected to promotional advertising without being able to become an entrant since it's above their level. At that point, it's doubly unfair to users below that certain level threshold. Penalizing users for not giving away games like this isn't a good marketing strategy for the site or contributor.

Don't bother, it's not a priority I think. I've reported several regifters or people who don't add their games to their library, the oldest ticket is 8 months old and still pending.

Because there are over 30k user reports or something like that, and support cannot take care of those, only mods & above (so only 4 people, and I don't know if cg takes care personally of these or if he's too busy with other stuff)

A more cynical answer: they lack the manpower or time to handle all the tickets, the team is too small and in desperate need of new recruits, and there may be a lack of preventative measures which could solve issues about which tickets are frequently made.

here is what i noticed though if u look at ur current tickets of the serial regifters though the ticket maybe still open they have made actions against several of the people i reported wich several got permabanned and several others got temp banned for 1 /2 weeks wich made me close some tickets wich were still open u could check if this happened for u guys as well.

I activated Faerie Solitaire when I won it in that big giveaway years ago now. I enjoyed the game, played it all the way through and even enjoy going back to it sometimes. I agree that regifting games should result in a ban as that is in the site rules; however, the mods wouldn't have the time to check every single giveaway. They would all quit then lol

I have a whole page of regifter reports 'pending'. It's bad enough they only get a few days suspension even if they break the rules several times, but it seems like support has just given up.

I agree on the part to let people who actually want the game try their luck , i enter almost only for wishlist stuff ...
But there are tons and tons of hoarders who win games that i would die to play , and just keep them as an extra number in their 2k+ games library .

I recently reported a clear-cut case of regifting, and decided that I'm going to pause making giveaways until it's resolved. Now I see people saying their reports haven't been resolved in years so...it looks like it's gonna be a while (unless maybe I can come up with a better idea).

Though regifting goes against the idea of steamgifts, simply banning the users is a time consuming activity, and if they are banned before the regifting is done then the users who actually want the game don't get to receive it (I'm still entering on every regift of ARK). What can be done is to take the incentive of regifting, in the same way they reduce the points given by bundled games, or simply taking off the game from the list of steamgifts (for games that were massively given, 200+ or something like that)

While the moderators are neither omniscient nor omnipotent, we aren't in a coma, either. We do pay attention to what happens on this site and we do take action to improve things. We try to do this quietly and avoid drama so that you can "go about your business."

As a great customer i actived the copy that i wun.
Now talking to mods,please,if you know that that is going to happend prevent it cause there are regifters and people report it but we shouldnt if you pay attention to giant giveaways.
