League of legends-skin refunding

Hey guys,today my friend said that he opened a ticket about refunding his skins into riot points,but i saw this today

but maybe this means refunding them into real money?I mean refunding them into riot point is available? am i missing something? or what my friend did is redeeming? actually asked 2-3 of my friends and they said that you can refund your champions skins into riot point..

Yes, it is. You can refund skin/champion within a month after you bought it. Also, you can do it only once with 3 Items max.
