Because summer sale is close on steam, they decided to Instead of giving cupons when crafting badge, you will get summer trading cards, so that's why you probably won't find any cupons.

the summer sale event launching today/tomorrow turned off coupons a week ago and summer cards are dropping in their place currently and for the remainder of the duration of the sale.

Read the FAQ, and guidelines before you get suspended.
Also you don't understand how coupons work, they don't drop all the time, the sale negates them.
