If someone asks something on a public giveaway, I will generally either comply or not enter. Simple requests like "check out this game on Greenlight!" that are likely to be relevant to my interests anyway aren't too much of an inconvenience. However, I have seen a couple public giveaways that demanded things (as in, specifically said, "winner MUST HAVE done X"), which I reported the shit out of.
EDIT: To clarify, the reason for the report was because in both cases it was some sort of advertisement. "Like my video! Subscribe!" etc. I feel that if you want to use this place as a platform to increase your rating on whatever other site, be it Greenlight, Youtube, Facebook, whatever, you can either make the giveaway public and give people the choice to rate you, or make it private and risk fewer views. The rules support this thought, as well.
