Why the fuck I can't buy steam games ?

I tried to buy Half Life: Anthology
But when I click on "Buy", i get an error.

"An unexpected error has occurred. Unable to proceed with your purchase.Please contactSteam Support."

A solution?

I tried again 10 minutes later and it worked for me. Without restarting Steam.
