Civilization definitely but I would also recommend EUIV with Extended Timeline mod. It's awesome!

Probably one of these.

Tropico 5 is a city builder where you go from the colonial era all the way up to modern times. You even control the ruling dynasty that grows with you. Pretty cool, but it's always a city builder that takes place on your island; you won't be building in space or anything.

Sid Meier's Civilization (5 is the best), Europa Universalis (4 is the best), Endless Legend (if you like fantasy)

Civilization Series if you want newer.Btw today i haven't heard of any of a newer game like that.But you can try Empire Earth 1-2,Rise of Nations maybe.
