the problem is that a newbie may not understand the joke. He seems someone jokingly begging and no action associated with it and assumes that it means that begging is ok in the community. That's the support reasoning once explained by bobo I believe. And that's why jokingly begging is punishable same as real begging. And bonus reason - so suspended beggar don't spam claiming he was just joking to get unsuspended. If jokingly begging has same punishment - there is no need for him to QQ spam :>
