Where i can buy ROW or South America Dead Island GOTY gift on sale(not key)?
I created GA 2 days ago. Winner from Brasil. He can't activate key from HB.
I created ticket to change GA game, but no answer yet.

That is breaking Steam ToS. If Valve ever looks into it, they can legally permanently close your account and remove all your games.

It looks at the billing address for payments so using a proxy won't work unless you have a foreign payment method
