entities (games and DLCs) get reduced and no value day (https://www.steamgifts.com/bundle-games) once they reach those criterias, giveaways after those dates get multipliers (respectively 0.15x and 0x), before them remain 1x.
Yet there is current Steam USD pricing which is base of CV (you may giveaway 60$ game day one, but once it's base price gets reduced to 30$ then your CV will adjust accordingly)
