Beg for steam support to change it.

I've had a copy of Goat Simulator being changed to non-tradable because of a new account or something; only for it to convert back to being tradable later. So I guess Steam likes to do these things...

Yeah, the retroactive bullshit is bad.
Even the already activated games that came from a trade with RU traders are locked as well.

But still is stupid.
Imagine, I'm a non russian guy that has a russian friend.
My russian friend has a game activated and he goes to the games page at steam and there it is... already have this game, purchase as gift and give to a friend (all this in russian of course :)), so he buys the game and offers me.
Steam says he can do it without restrictions, even incentivates him to buy and offer it to friends and it's a non region locked game so he can buy and offer it to whoever he wants, so he offers to me and passed some time steam says "well know I change the rules and it becomes locked and you will not be able to activate or play where you live".....
