Ok so it has now been a week and I am still awaiting a user response on one of my giveaways. What do I do, and how can I be sure that the user hasn't already used the key and just hasn't come back? I have the sent email and haven't heard back either by email or on the site.

Ok so here I friended him on Steam and learned a few things.

1) The game is not in his inventory.
2) He does not speak english.

I have been unable to communicate with him and actually it has been two weeks since the giveaway and am still awaiting user response. Is it permissible at this time in a situation like this to choose a new winner? What if the guy gave the key to someone else? I'm really confused every single other giveaway I've had has gone fine it's like arrrrgggghhh. Thanks for the help.

it's pretty hard to get a reroll in your case because you already sent the key to him.
maybe try to get someone who speaks the same language as him to talk to him or use google.

This is why giving away keys is a bad idea :S

First of all, keys cannot be transformed into gifts. So you will never see it in his inventory. You need to check his library of games and see if he's activated it. Don't request a re-roll yet because like you said, he may have given it to someone else.

Use Google translate to communicate with him and find out what he's done with the key. Then go from there.

One of the people I gave a game to still hasn't activated it even though he marked it as received. It's been about 4-5 days since I reported it.

Support has yet to suspend him though. :(

Nah, not really. I just check periodically. The giveaway has been over for about a week and a half. I only submitted the ticket 7 days after giving him the game.

I'm sorry I meant that I checked his library and the game was not there, I will try the key myself and report back.

Edit: Meh it just says product already owned I can't tell whether it has been used. I'll try to contact him again if I see him online he is Russian but I think he might have some English let's hope it's enough thanks for the help so far.

Take screenshots of all your chats with him so far, to prove you gave the key. Then, contact SleepyEmp and ask him to translate for you, so you can copypaste russian to your winner. Tell him you're asking a friend to translate for you to explain any delay in responding. You'll have to relay messages he posts in russian (tell him to just speak Russian so he can express himself properly) back to SleepyEmp, also.

if you ask for a reroll support will ask for proof of attempt to contact. so do the best you can first.

Same thing happened to me, I provided screen captures of the mails I sent and I was told to ask for a reroll(linking my support ticked so it would be accepted). The problem is, if the key has already been redeemed, they will just delete the giveaway and ban the user, you will lose the game :\
