Question about cross-region gifts

Hello. I hope you enjoy this holiday season.
Some months ago, I made this GA. The user seems to be located in another region, but according to steamdb the game appears region locked.
How were they able to activate the gift? Is there something I miss? Could it be because of price difference?

Valve's change for "Safe Cross-Country Gifting" is not even doing it's job...

When I remember, it was from 2017.

Is it a key or a gift? If it's a key then the cross region warning you see doesn't apply, since it only applies for gifting on Steam.

It was a key from fanatical. But this could not be standard for all games, since there are cross region restrictions, correct?

Yes. For keys, region restrictions are usually enforced by different package (sub) with different country restrictions. However, publisher rarely generate keys for a very small region for sale on online retailer.

Using Styx Darkness as example, looking at this list, unless you are from LATAM, it's very unlikely you will get region restricted key from online retailer.

Being from EU helps a lot to not get region restricted keys, unless there are separate NA and EU versions or something like that.
